At the same time, state aid to the poor is an important element in the fight against poverty. However, its increase leads to the reduction of the problem of poverty but not to its solution. Therefore, the payment of benefits to the poor should be accompanied by a set of socio-economic measures aimed at their involvement in labor activity. All in all, the problems of homelessness and poverty require effective measures to change the structure and work of the US social system.

The theory states that any society or community is characterized by the uneven distribution of resources that are limited in number. Unequal access to them generates social problems such as homelessness and poverty.
